UK Local Authorities Plan to Sell Off Community Hubs and Sports Centres to Manage Finances

Based on a new survey of local authorities, UK councils are preparing to offload social clubs, sports centres, and shopping arcades as they bet on a rapid disposal of assets to stabilize finances.

Increasing Fiscal Challenges Prompt Asset Sales

The Key Cities Group for second-tier cities in England stated that 60% of local authorities are planning to dispose of properties to meet the rising costs of social services for vulnerable individuals.

Local governments have in the past faced criticism for disposing of public land and land to support their budgets, but they argue they must proceed to generate essential revenue from asset sales or face insolvency.

The group noted that a significant number of authorities attempting to generate funds from a quick sale of assets marked “a distinct shift from 2024, when the majority (60%) of municipal officials stated they would prioritise service redesigns and using financial reserves to weather increasing financial challenges.”

Detailed Examples of Proposed Sales

One local authority in Kent said its asset disposal plan included the disposal of a retail complex in a local town and a social club in Rochester to generate 20 million pounds over five years.

  • A local golf course and business parks owned in two English counties, which all generate rent for the authority, will additionally be sold under the plan.

Local Levy Rises and Broader Financial Pressures

The survey of councils in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of authorities will need to raise local levies next April to cover the rising cost of core provisions, higher levels of homelessness, and a longstanding accommodation deficit.

The authority explained it will proceed with asset sales after steep rises in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are taking creative strategies but some of these require time to achieve both better provisions and financial savings,” said a council leader.

He added: “There are demographic pressures which will continue to increase the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is very challenging.”

Countrywide Patterns and Forecasts

A survey of county councils recently also found council budgets being stretched by the growing number of young people and older individuals requiring special educational assistance.

The County Councils Network said that local shortfalls will hit 4.4 billion pounds a year by 2029, as they struggle to cope with rising needs.

Government officials have put off scheduled changes to the Send system until the coming year after a policy document setting out those reforms has been postponed.

Disadvantage and Funding Shortfalls

Based on the latest deprivation measures (the Index of Multiple Deprivation) covering English councils, many key cities members were included in the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 nationally under the 2025 IMD measures,” noted the report.

“While only one key city is in the top 10 for deprived neighbourhoods nationally, cities are much more prone to be in the worst-off 20% of the nation. The data underscores the extent of difficulties facing municipal officials across major urban centers in the coming year,” the report added.

“Council officials have been clear about the necessity for a equitable and lasting financial structure that accounts for and responds to the actual extent of deprivation and need,” said a council leader.

“Lacking this, local authorities will continue to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the detriment of their residents.”

A fifth of local authorities have cut or compromised care services in the last year, the survey found.
